When Portugal debated drug policy changes in 2001, the Portuguese government considered decriminalising cannabis cultivation for personal use. The government has decided to exclude cannabis cultivation from decriminalisation laws.

The bill stipulated that all medications must be prescribed only by doctors if and when all conventional treatments have failed.
